AVG is known to cause issues with Scrapebox. Turning it off will only stop it from creating new rules, but existing rules still fire.
If its not too much trouble I would try backing up any settings you have built into AVG and then uninstall it as a test.
Or you could just try restarting your pc in safe mode with networking (As avg won't launch), then test to make sure your internet works and then try it.
Could be a router firewall etc.. so you can try to bypass the router, use a mobile dongle or try disabling the router firewall. Note that disabling the router firewall will actually turn it off, but with security software in general disabling it only stops new rules from forming.

So have now also tried;
1) Uninstalled AVG
2) Then restarted in safe mode with networking
3) Then used personal hotspot on my iPhone rather than in house router.
4) Manually added all scrapebox .exe and plugins to windows firewall
Have disabled windows firewall, ensured I'm on private network, not public.
