Can someone tell me what this does and how to best use it? It appears to get keywords from Google based on the keyword entered. Is this like Google Adwords Keyword Tool? What is the level mean?

Like u type in the word" car" Level 1
and it return "good car" "bad car" "wonderful car Level 2
so at this level it will search for "good car" "bad"car" and wonderful car"
and so on. so each keyword can help me get like thousand of keyword.

its about the relevance of main keyword with other keywords.
