Is it possible to scrape a list of Google+ profiles based on city and obtain email addresses from that list? I'm a little new so bare with me if this has been asked before.

Umm can you give me some examples? If the emails are just plain emails on the page, and you don't have to be logged in etc... then you could scrape the emails from the pages.
As for scraping the profile pages based on city, Im not sure, but if you post some examples of the profiles you want to scrape then I can better answer that question. If you have to be logged into to view the profiles then its not going to work.
