No, you won't get banned. If you could be banned on any site new or old for how many or whatever inbound links, SEO work would not be what it is today. Google has never formally acknowledged a "sandbox" nor would they if it was actually for real and they were intending on the continuation of being a relevant search engine. There is no such thing as the "sandbox" in the sense that is being discussed here. Google does have a "sandbox" for webmasters to tweak and get more practice with api callbacks and whatnot. The only way to get banned from google is to link to child porn or offer up some malware to your site visitors and a few other things like exploiting php databases and other stuff like that.
If I could get my competition banned using sb to build a God ugly amount of links, wouldn't that be easier? sure it would as they would no longer be competition that I have to beat on a daily basis.
If you think you can be "sandboxed" for link building - then prove it - get your competition banned and show your work!
