It takes a while to get an IP perma banned, but they do do it. Typically it happens to particular proxy providers. Providers buy in blocks of IPs and when google sees all the ips in a block getting banned over and over from their users, they may ban them.
But bear in mind its not all too hard for google to do, in so much that they use a lot of javascript on their pages in a browser. In order for automation programs to be multi threaded they use sockets. Sockets don't support javascript so they are using non javascript version of google, so google can ban an IP easily enough for non javascript and still leave javascript usage enabled so if a real users views it in a browser, then they still can use google.
